I remember getting about ten abilities at 46, with about 5 from the trainer and 5 through meditation. It's not just that, but 46 gave me a new Celestial line finisher, a new Thundering fists, a new Feet of the Fire Dragon and (if I remember correctly) a new Gouging Dragon Claw. At 42 I got 3 new abilities to my recollection. At 44 I hardly got anything. The same will go for 48, until the big update at 50.

To say the least, the distribution of abilities could do better, to make our DPS graph over the levels a little more... predictable or reliable. Maybe some abilities need to switch to uneven levels (meditated abilities?), or should get extra steps and switch to every 6 levels instead of 8... in any case, I feel the abilities could be distributed more evenly.
