Second, I think I can live with the solution to rez stones. It does mean
everyone
in the group has to wipe before we're able to rez the healer, meaning the
usefulness
of our utility gets reduced.

Something to remember is that, at least at the start, it was one of Vanguard's concepts to make different classes excel at different types of fights; e.g. warriors tank best vs magic users, dread knights against undead, etc. So, there may well be some fights where its good to have a bunch of disciples in the raid and others where disciples don't shine as much (other classes may find themselves like this as well).
I dunno if this will be the case or if SoE is putting this into practice anymore. I just remember that it was one of the things that Sigil talked about during beta. If they do continue with this, it'll be interesting to see how it works out for Raid content. It would add another element to raid strategies but might estrange some of the more unique classes.

I was refering to Raid Mob splitting and not single group splitting and only on the new Raid stuff currently on test..and alot of that stuff is immune to those other methods of pulling.

Well its obvious the first half of the code got pushed to test (mobs no longer bug on fd, and only the highest level mob is the check for pass/fail)
QTM if you talk to any devs, see if you can find out what happed to the second half of the code where mobs will walk back.

The code you refer to is in place but it's currently bugged / exploitable so it's not ready just yet. I am attempting to get something a little more concrete from Talisker.

I don't think they have a set deadline on GU#3 just yet. I personally would have it be as bug free as possible prior to going live.

Update:
I wanted to make sure this was not being overlooked. The mob pause prior to going back to spawn intertwined with thier mob anti warping fix. Coding still has work to do on this.
I did emphasie to Talisker that if you are going to take away the bugged version of FD and fix it. To give us the tools neccessary to do it right. He does understand and is on board with it.

can you ask taliskar if there will be fd+ gear atleast, in RI palace area i sometimes get 3 fd fails in a row usauly once though so thats like 50% success on lvl52+ and the penalty on fd 2.0 is too high if the mob is higher lvl, especialy in raids.

Quinn, perhaps it could be an idea to let the mobs 'camp' us longer if we had a DoT on them, so we can choose which one stays? I don't know if Harmonious or Drunken monks get one, so that could be a potential problem to that solution...
EDIT: From the SOE boards, as part of the GU3, phase 1 highlights:
"-Failing feign death will now allow a monster to attack you."
Any clue what this means, Quinn?

Yes, sometimer when you Fd, you lay there and still in fight cause FD failed, but mobs are standing next to you and DONT beat you - it is bug, you are in fight but somehow FD and noone beats you. In future those mobs next to you will kick ya in the face when you lay down there

That's one possible explanation. But it could also mean the "bug" where the 4th mob will stay on you, is now gone. That's why I'm asking Quinn.
