There are several monk abilities of which the description doesn't change when gaining the next upgrade.

- Swaying Step beyond rank II
- All Quivering Palm ranks
- All Waning Palm ranks (but I'm assuming the aggro does get increased)

I'd like to know if Swaying Step and Quivering Palm continue to improve after rank 2 and 1, respectively, and how. I don't notice any change, beside possibly miss chance on QP. If that is all that is upgraded, why not just use the monk's current attack bonus in the ability and remove the superfluous ranks?

The effectiveness of swaying step is based on a mob of equal level to the level of the ability.  Very similar to how crit% and dmg% increases used to work.  So as you get new ranks it actually does improve effectiveness it is just not as obvious in the description.
