Eagle claw will not apply the debuff if used with storm stride. Deadly adder hand will also Not apply the debuff if used with storm stride. Both of these will only apply the debuff if they are in combat range at the time of execution. These was both tested using rank 1 of the skills and duplicated many times using the default UI. I can also say that it is truely not applying the debuff and not just a graphic glitch. Ie eagle claw from a distance will yield one damge number...eagle claw again after the debuff is applied equals the approratly higher number.
Examples:
20 ft from mob Storm stride + eagle claw = no debuff
1 ft from mob storm stride + eagle claw = debuff.
Eagle claw from a distance = 100 damage
Eagle claw again = 100 damage (debuff now applied)
eagle claw again = 115 damage.
These are actual number i collected when testing this bug.
It seems to me that the debuff range is checked on the mob before the hit. since i'm not at the mob before the hit...it is never applied.
Quinn please pass these on to the powers that be.

It's been previously brought to the developers attention that any special moves used in conjunction with Storm Stride is not working properly, weaknessess / debuffs are not being applied as well.
I do need to go through the bug list to get an update on our bugs.
