Is there a stance or ability that allows monks in VG to summon shurikens?  I think I read that somewhere but not sure if it was beta infoz or not.

Its a clicky item.  You get it as the final reward of the wardship armor/weapon line of quests

Nope.  The mobs are all like 33-36 3 dots and mostly all in groups of 3.  Get a small group or AOE farming group for the best results.

There is a whole quest line in Wardship with a full set of armor you can make with the BP and legs being heroic quality, the rest being rare.  It takes a ton of factioning but it will also take you from low 30's to 40ish and with 2 interesting dungeons there and usually a fair number of groups I can think of worse places to gain exp/quest.

And since the last item you get is an end game type item, it seems worth it to me. Granted I never want to go back there now!

I wouldn't exaggerate on the faction. I - as an Orc - have now spent about 8 play days of more or less 5 hours to get from -9k to +4k faction. Once you get at positive 2k, there's nothing much you can do to avoid getting faction  Cool

And as for levels, I went from 31 to 34.5 until now.
