Hey all, I'm new to the game, and I just dinged 18 on my Monk.

First off, are the chain attack hotkeys. Ever since I moved my UI around in game, I have not been able to do a damn thing with them. Is there a way to move the chain attacks around?
Not entirely sure I understand your question correctly, but if you mean the reaction bar, then you should be able to move it around just like any other window and bar in the UI after unchecking the "lock interface" (or something similar, can't remember honestly) checkbox in options
Secondly, I just received Divine Typhoon I, and when I trained it, it immediately replaced Flying Kick II and Thousand Fists I, so now I only have one chain attack on display. I can still drag the skills to my hotbar, but it was more convenient having them there. Is there a way to have all three chain attacks up on the chain attack-specific hotbar?
This sounds like a not too uncommon bug that is usually solved by restarting the game. Some of the chains simply disappear from the reaction bar, leaving only one there. I'd say try restarting the game, and if that doesn't work try removing the reaction bar in interface options and then putting it back in afterwards.
I've also just gotten enough abilities to warrant using another hotbar, so I checked the "Secondary Hotbar Left" option in interface (or whatever). Unfortunately, I can't use ctrl+1 to activate these abilities...how do I pull that off?
Well you can always alter the key commands in options and find the ones that need ctrl+# and change it to whatever you like

I also had another question about binding /assist to a key, but if the secondary hotbar question is answered, that point will become moot. Thanks guys!
To my knowledge, this isn't possible at the moment, since you can only set keys to predetermined commands, such as sit, run forward, and the action bars that can be activated with a key. Thus, if you would want an assist macro to be set to, for example, G, you would have to put the macro itself in a hotbar slot and change the key bound to that particular hotbar slot to G. Hope this helps
