from what i've read on dev forums etc

it's not about dps

the main diffs are

dragon=aoe attacks

harmonious= debuffs

drunket= evasion

It's a shame that dragon aoe attacks suck so much nobody ever uses them
harmonious debuffs are so lacking most harmi only ever use Eagle Claw
and drunken evasion..... what evasion?

well put Gatsuh, that is what they are supposed to be.  And all of their focus lacks any pop.  No evasion for drunken, sucky aoe for dragon, and 16 sec debuff for Harmonious.  I am harmonious, and like the debuffs available.  However 2 minute refresh on some is ridiculous when they only last 20sec.  Some are counter attacks that are virtually useless in a group.  Eagle claw and deadly adder hand are nice but they last short amount of time.  With the new changes to their duration they will be much better.  Of course so many classes can reduce mitigation.

So what is giving more DPS right now? Tiger or Storm dragon?

Yea I think there is a big problem with refresh timers. Especially the AOE finisher timers and hopefully after the next patch the dragon mastery move "Dragon Rakes It's Claws"(sp) will actually be better then the AOE every one receives.

Storm Dragon Stance:+25% dmg, +5% to crit, and 15% chance for 600ish lightening proc (procs about 1 in 6.5 attacks), -20% to mitigation

Tiger Stance: +25% to crit, +50% endurance cost

From pure DPS-dealing stand point, without any eng regen buffs, I believe Storm stance deals more dps compared to Tiger because monks using Tiger stance run out of end much much faster.

However, with Cleric / Bear Shaman end regen buff AND enough +end regen items to cope with the hefty end cost, Tiger stance would produce more dps simply because a harmi monk can now spam his attacks without running out of end so quickly.

i would take +damage % since it affects every attack you do. Normal hit, skills used... and when you crit well you do alot more damage.
