Granted with no taunts, I doubt I could hold aggro in a high dps group doing this. But it should do wonders for soloing and duoing with my bear shammy friend. I prefer DPSing to tanking anyways, ergo the Dragon Monk choice although I'm still waiting to see if something is done to make Dragons do more DPS than Harm monks. Storm Dragon stance looks like a good start, but not sure if it's enough. An additonal 4% crit chance is nice and all, but nothing like the 25% that Harm gets. And not sure the big proc damage can make up the difference.
There's other diffrences too, Harmonious is rather dependent on Cresent / Eagle (low endurance cost, but also very low damage) to provoke the critmachine, dragon has a 1k+ strike instead - the damage there will soon make a diffrence even with slightly less criticals. And don't understimate +damage% - that really adds up and stacks very nicely with other things that grant +damage%. Dragon is also less "tied up" than the Harmonious due to not having an endurance penalty - while not directly affecting their offense - it does affect defense and utility. Having just respeced to Dragon to try out the new stance, I was surprised how I could easily tank in storm stance (agro generation) and easily always have endurance up to use Reed the Wind (and that ability is really crying out for a nerf ;p) - something I couldn't exactly say about Harmonious.
The only capital diffrence is the very peak of leveling, where harmonious gets another flying kick (always availible), drunken gets two extra thousand fists (massive damage) while dragon gets an extra aoe, which deal pathethic damage to start with and has a 2 minute reuse. In reality, a third step of each should be availible for all monks. ~
