I was wondering if any monks are feeling the same? I see no reason why a 5 min recast was given to it, considering it doesnt even outdamage Thousand Fist reliably. I was looking forward to it badly, thinking it would be some kind of monk ultimate; like an instant kill when mob @ 50%,25%,5%,1% hp( for the different dot cat. ). A real disappointment  even after the revamp...

Well, it was stated that specials doing damage based on static number wasen't supposed to be aimed for doing actual damage but having a sideeffect (such as a debuff).
Since Palm Explodes the Heart (even if it doubles in damage, so it will be ~35dps non-crit, unless you miss one of the chains) will become as strong as possible when you reach 50, regardless of your weapons and gear, you'll do the same damage.
Sooo, unless there's some serious debuff/effect components that were forgotten, I really wonder about the lack of consistancy on ability damage.

If no other ability that we have is based off the standard dps finisher of 400% weapon damage + a static number, then this should be!  I mean, this is the quintisential monk ability that is only gained at level 50.  It should not be consistently outdamaged by our normal finishers.  I keep trying to use this to see how big of a crit I can get with it... I think my highest is 7-8K.  Whopdie dowhen every other dps class out there easily does triple that with their biggest abilities. 

This is just another major let down.

3xMelee+150ish (Thousand Fists) > 400%+sommert because of how things are calculated.
You could ask for a 5 minute finisher which isn't beaten with mediocre weapons by our standard finisher without reuse or outperfomed brutally with our 1 minute finisher. ~
While high damage peaks has it's uses (like the version of test apperently was), a three step line to get it means that it's not an "on demand" ability - and if you would miss one of the first two strikes you would still waste your big shot.
What could be imagned was the steps moved to diffrent levels, Throat with a silence component (duration depending on reuse) given at 30, Hammer with a stun component (once again, duration pending on the reuse) given at 40 and the final Heart being a dramatical damage finisher (damage depending on the reuse) which should be a competative choice with other finishers at 50, not just "oh, I get some extra damage when stunning, horay.".
