There is supposed to be two rule sets.  FFA which is anyone can attack anyone I believe, there will be a large emphasis on player law and stuff.  That is the server I will be playing on.  The other is RvR, where it will be Qalia and Martok VS Thestra and Southern Kojan.

That is what I understand it is supposed to be.

i see... PvP on the FFA servers seems most suitable cos there arent any factions like in WoW so makes more sence to do FFA. does anyone knwo what the player laws will be and how they will be upheald?

I'd imagine player law would consist of guilds that claimed territory or an area that they wanted to control and from there whatever they could enforce.  That is just my estimate.
