Do Debuffs Stack?

I'm wondering if anyone knows whether our debuffs stack with other classes' debuffs? For example, if I use (insert name of strike here) which lowers mob damage mitigation or the strike which lowers mob damage output, will these stack with another class who uses a debuff effecting damage mitigation or damage output?
