Here's the description: Weapon Proc Sage's Amplification (Increases spell damage for the next few spell casts)

Does this proc benefit monks in anyway? Could it possibly have an effect on secrets?

The spell portion applies to secrets.  The higher level verions also have a melee portion to the proc.
