in the abilities section some of the abilities increase agro for defensive target... does this mean the tank or the healer?

In VG you can have two targets at the same time - offensive (for detrimental spells) and defensive (for beneficial spells). If your current defensive target is a healer, then this ability will increase agro to healer (no good).

There are also abilities to pull aggro off of your defensive target.  Say your in a 2 man group and the mob attacks your healer.  I'm sure there are other situations where this would come in handy as well.
