Title: Melee critical hit rating

This is probably to be classified as a noob question.  :)

I got my hands on " Bloodstained Wristguards". It has a  "+13 Critical melee hit rating".

A couple of questions.
What does thet +13 mean? i look at my char sheet and no change seems to occur. I still have a 9.1 % increase in melee crit hit bonus, found under dexterity, no matter if I equip or no. No change under attack either. Am I missing the place to look?

When i look in the wikis this item is listed as having a "+13 critical melee hit chance" instead of rating. Is this just  a typo or is something changed so my item is now bugged?

Gear used to have a flat Melee Crit chance (eg. +2%). However people were starting to accumulare this gear and go nuts with it. So they invented a sliding scale where you would need more at higher levels to achive the same effect.

Think of it along the lines of Healing focus / spell damage focus. in order to achive the same effect as you get higher in level you need more. I actually found a spreadsheet with the details but it eludes me at the moment. If I can find it I'll post it.

This is from Graffe's, and while it is Titled Spell, it applies the same way to Melee for these 3 categories. Not sure what the numbers are on Avoidance/Evasion etc.
